The goal of the "Plan for equalizing opportunities for people with disabilities" (hereinafter referred to as the Plan) is to improve the quality of life of disabled people living in the city of Prachatice and the surrounding area.

The city has been intensively focusing on this target group for many years, however partial goals were recorded until now only in the Community Plan for the Development of Social Services of the City of Prachatice, thanks to the Working Group Persons with Disabilities and in cross-cutting topics.

The plan sets out not only framework priorities and follow-up measures, but also specific activities aimed at removing barriers in various areas of life for people with disabilities, such as sports, culture, leisure, healthcare, but also education.

The intention of the city was to involve in the creation of the Plan especially those who are affected by this issue. The document was therefore created with the significant participation of people with disabilities and seniors, especially through organizations that work with them in the city environment, but also through unorganized active citizens. During the creation of the Plan, there were several round tables, a special thematic feeling map and also a final public discussion of the document.

The output of this activity is a document that sets goals and measures for 10 basic areas, and which fully follows the regional version of the Plan.

The document was approved by the Council and subsequently by the City Council.

Costs for the creation of the document were covered from the city budget, and the document was also financially supported within the project of the National Network of Healthy Cities of the Czech Republic: "PART-NET" from EEA funds 2014-2021

When creating this type of document, it is absolutely crucial that the relevant target group is involved in its creation. Prachatice proceeded very carefully in this direction - that is why, for example, several round tables were organized - not only for groups with different types of disabilities, but also for caregivers or students and school pupils.

The document clearly grasped and described the city's priorities towards the disabled, follow-up measures and specifically activities and responsibilities. The city has already implemented a number of these activities, but they have not been systematically implemented. Some activities emerged completely new only as part of participatory meetings.

The target group of disabled people is specific in terms of participation techniques. This should be kept in mind when organizing events and overall communication with the target group (barrier-free spaces, possibilities to use online tools, etc.). In the case of Prachatice, for example, disabled people made very limited use of the possibility of filling in an online feeling map - most of the entries in the map were collected at a "live" meeting in the square.

The implementation of the Plan will be continuously evaluated based on the set tasks and deadlines. Questionnaires will be held once a year (December).

In 2023, we will apply for a nomination for the MOSTY Award for cities that are intensively dedicated to people with disabilities - this is such a small revision.

We will continue in the started groups and meet to evaluate min. 1x during mapping and 1x during evaluation.

We plan to focus more on the group of caregivers and people with mental illness, children with disabilities.
